The floppies that won't read - do you think a soapy water clean would help here?

Most floppy disks have a fabric liner that'll suck up water and hold it. Not good for your disks.
My understanding is that your best bet is to remove the inner magnetic disk from the sleeve, carefully clean it, finishing with something like Isopropanol to drive the water off, then put it in a clean sleeve.
It does mean you can't use the disk for much more than a few times to recover your data to a new disk, but if it's that valuable, go for it!
