Ah. That'll most likely be a RIFA Capacitor in the PSU. They're a bit notorious on computers of the era. (Ask me how I know :-D )
The good news is it's most likely NOT fatal, and replacement capacitors of a modern design are available from Jaycar/Altronics. The bad news is they make a mess and smell bad.

ubeedisk is capable of reading and writting Microbee disks via a PC floppy, but not from a USB floppy drive.

Microbee Technology in Mooralbark can do all the upgrades you need, give Ewan a call.

That is exactly what I was thinking.  I have a vague memory of people complaining about chook-in-a-book drives blowing capacitors back in the day.  I still have a twin floppy drive unit working, so for now I will be able to use that, but I will need to visit jaycar to fix up the chook-drive one day.

My main issue at the moment is going to be a monitor. I know it is booting into basic on my desk labeled "basic" because of the beep, but beyond that I have no idea what its doing.

oh yeah. How do you know?  And did you cack ya dacks like I did yesterday!  It was LOUD!

Thank you.  You saved me $$$.  I was just about to buy a USB loopy drive for the laptop.  
Now I will slap together an old desktop from my junk box and use the old floppy controller on the motherboard instead.

Going to give Ewen a call today as I found a lot more microbee stuff which should be archived for everyone.
